TOP MARKS FOR FACILITY SECURITY OFFICE

The corporate staff responsible for implementing, managing, and monitoring National Industrial Security Program Operating Manual (NISPOM) requirements for MVM contracts, recently underwent an intensive US government security review. Under close scrutiny were the activities of MVM’s Facility Security Officer (FSO), two Assistant FSOs, and the Information Systems Security Officer (ISSO).
 
   
  The security review is an annual event scheduled by the Defense Security Service (DSS). The DSS is delegated responsibility for the security administration of all DoD contracts involving classified information entrusted to industry. On April 19 th last, a DSS Industrial Security (IS) Representative critically examined the documentation, policies, procedures, and physical safeguards that MVM has prepared for protecting National Security Information.

This followed a similar, but separate, annual review conducted by a representative of the US Intelligence Community on the preceding March 21 st. At the end of a detailed appraisal of MVM’s ongoing security program, which disclosed no "findings" (e.g., discrepancies requiring correction), the government official declared to the FSO staff, "You seem to have your act together!" That judgment was reinforced during the subsequent DSS visit, which also had no findings and resulted in a Superior rating for the FSO team.

DSS assigns a security rating to contractor facilities at the conclusion of each security review. This rating is the IS Rep’s overall assessment of the effectiveness of the security systems and procedures in place to protect classified information at the facility. According to written DSS evaluation criteria, a Superior rating is reserved for contractors that have exceeded the basic requirements of the NISPOM, compared to other contractors of similar size and complexity, and have established a proactive security program. The facility must have procedures that heighten the security awareness of the contractor employees and that foster a spirit of cooperation within the security community. This rating requires a sustained level of management support for the security program and absence of any serious security issues.

MVM has earned remarkably high security assessments over the last several years, achieving penultimate Excellent / Commendable ratings since 2002. (These ratings indicated the facility’s security program exceeded the basic requirements of the NISPOM, but not at the level required to achieve a Superior rating.) Notwithstanding its latest advanced achievement, the continuing goal of the FSO team is to maintain a strong program of security protection, compliance, education and awareness – that is supported by everyone affiliated with the company. FSO Steve Gottrich, AFSOs Margie Cebrian and Cindy Brimer, as well as ISSO Pete Campbell, look forward to the challenge.
